I agree with the other two; you either need to know how far she drove, or how much she spent in all. Unless, however, they want an equation for how much she would spend if the mileage was a variable, in which case cost (C) = 12.50 + (0.25x) where ';x'; = the number of miles driven.
If that is the entire question - $12.50.
