Do rental rates for apartments go up in the summer and down in the winter? If so, what months are best 2 move?

My lease @ my current apartment ends in August. I wanted to know does rental rates on apartments not houses typically go up during the summer and go down in the winter? If I could get an answer from someone who has worked or does work in property management that would be great!Do rental rates for apartments go up in the summer and down in the winter? Rental rates on residential apartments should always be the same. The only ones that change are short-term vacation rentals.Do rental rates for apartments go up in the summer and down in the winter? If so, what months are best 2 move?
Only ones I know of that flex are like ocean front apartment complexes..The best months to move are April-May, because that's the usual months that most apartment complexes start offering special rates. ( Most people in the US tend to move those months)
