Do rental rates for apartments go up in the summer and down in the winter? If so, what months are best 2 move?

My lease @ my current apartment ends in August. I wanted to know does rental rates on apartments not houses typically go up during the summer and go down in the winter? Only ones I know of that flex are like ocean front apartment complexes..The best months to move are April-May, because that's the usual months that most apartment complexes start offering special rates. ( Most people in the US tend to move those months)
